Achieving the best start in life : learning from international reviews

Major early years conference held in the run up to the publication of the final Early Years and Early Intervention Framework

How can local authorities and their partners ensure that young children are given the ‘best start in life’? What is required at a national level to support them in developing services which meet the needs of the ‘whole child’ with body, mind, creativity, history and social identity?

This major conference will be held in the run up to the publication of the final Early Years and Early Intervention Framework and ten year strategy currently being prepared by the Scottish Government and the Convention of Scottish Local Authorities The conference will draw on international reviews, research and practice and hear from the authors and contributors to UNICEF Report Card 8, OECD Starting Strong II, and Children in Europe’s policy paper Young children and their services : developing a European approach.


Speakers include Eva Jesperson, chief, Monitoring Social and Economic Policies, UNICEF Innocenti Research Centre
John Bennett co-author of Starting Strong II and consultant to UNICEF report card 8 Aldo Fortunati, developmental psychologist and early childhood specialist, San Miniato, Italy

The conference will :
  • consider the lessons arising from international reviews of early years provision
  • learn how one small Italian local authority has developed its services for children under three as a community project
  • hear from Scotland’s local authorities about their achievements, aspirations and plans for the future.
Delegates will receive a copy of Children in Scotland’s new publication Young Children in Charge: a small Italian community with big ideas for its services for young children.
