Accountable to: The Chief Executive, Children in Scotland
Duration: Maternity cover (estimated 12 months from July 2008). Secondment opportunities would be welcomed.

Objective: To be responsible for planning, managing, marketing and delivering Enquire – the Scottish advice service for additional support for learning – encompassing a telephone helpline; publications for a range of different audiences in a range of formats; and a programme of training and outreach work. The post is one of two senior manager posts, working on a job share basis for some aspects of the work.

 

Responsibilities

The has primary responsibility to undertake the following:

 

  1. To run a national telephone helpline, supported by a computerised database, to provide information and advice to parents/carers of children with additional support needs and professionals working with them.
  2. To monitor the quality of the helpline service, responding to complex enquiries where appropriate.
  3. To manage effective monitoring and evaluation systems for the service and be responsible for reporting to funders, the service’s advisory group, and Children in Scotland.
  4. To be responsible for the management of the implementation of an effective publicity programme to heighten the profile of the service and encourage increased use.
  5. To be responsible for the development of information materials (including print and web based) to inform parents/carers, professionals, local authorities and schools, children and young people and other professionals.
  6. To manage the budget for the Enquire service.
  7. To recruit, manage and support staff working in the service.
  8. To contribute to policy development and forward planning within the agency, and develop an effective working relationship with other sections.
  9. To be responsible for managing a training and outreach programme for parents, children and young people, and other groups, including local authority staff, to ensure that those at local levels have access to information and advice to enable informed decisions about additional support for learning.
  10. To ensure positive relationships are sought and maintained with key stakeholders in the field.

Person Specification

Essential qualities:

  1. A relevant professional/academic qualification, preferably in a discipline related to children and their families.
  2. Knowledge relating to education and additional support for learning.
  3. Excellent oral and written communication skills with experience of marketing and production and dissemination of information materials.
  4. Excellent organisational and managerial skills, including previous experience of staff management, report writing, and ability to network across agencies.
  5. Experience in monitoring and evaluation techniques.
  6. Experience of financial management.
  7. A commitment to promoting the aims and values of the organisation with particular regard to equality of opportunity and non-discriminatory practice towards children and families.

Desirable qualities:

  1. Evidence of project management.

  2. Evidence of working in a multi-disciplined environment.

 

Terms and Conditions of Service

Salary scale

This is a fixed term, maternity cover post.  We estimate that this post will last for 12 months from July 2008.  However this post will cease when the employee on maternity leave returns to work.  8 weeks notice of this will be given. 

Scottish Joint Council (SJC) 33-41, at time of writing being £26,424 - £32,640.

Hours Full time – 5 days per week (36.25 hour week).  Normal working hours are Monday to Friday, 9.00am to 5.00pm, with 45 minutes for lunch (a 36.25 hour week).  From time to time the work will demand a more irregular working pattern, evening and weekend work, and the occasional overnight stay.
Annual leave 25 days including 5 days to allow for irregular hours of work necessary from time to time.  Nine public and local holidays per annum.
Family Leave Children in Scotland offers enhanced entitlement in relation to Dependants/family leave and parental leave, details of which are available on request. 
Sick leave

Based on SJC conditions of service. Cover relates to length of service.

Pension Children in Scotland is a member of the Scottish Council for Voluntary Organisations' Money Purchase Pension scheme.  Employees may join this scheme with a minimum contribution of 3% of their salary and Children in Scotland will contribute 6%.

This contract will then be subject to a satisfactory Enhanced Disclosure certificate being issued by Disclosure Scotland (and/or similar document from an overseas authority). Continuing employment (if relevant) will be subject to satisfactory Disclosure certificates being issued by Disclosure Scotland every two years. If the contents of a Disclosure certificate (and/or similar document/s) are not satisfactory, Children in Scotland reserve the right to terminate employment.
