Inclusive workforce models for rural and remote areas

The Nordland Research Institute, based in the north of Norway, has a particular interest in models of services for remote and rural areas. Nordland county has many small and remote communities facing major challenges with regard to recruiting and and keeping a well-qulaified workforce. Because of this the county has a lot of experience with regard to developing workforce models suited to the needs of its communities.

The Institute will be co-operating closely with the commune/municipality of Bodø and the Nordland County Municipality during this project, and the three institutions will form a working group. Bodø municipality is responsible for a number of services for children and youth, including health care, kindergarden, compulsory education etc. Nordland County municipality is responsible both for educating child and youth workers (upper-secondary level), a central part of the workforce in schools and kindergartens, and for cooperating with the municipalities on a number of development projects in the area.

Discussion questions:

  • What are the most effective models for early years services in rural and remote areas and what implications are there for workforce education and development?
  • What are the needs of the service users in rural areas, and how can access to services be ensured?
  • What measures ensure that remote areas can attract, maintain and develop a professional early years workforce?

Activities and outcomes

A study visit and national event is planned for January 2010.The visit will be hosted by Nordland Research Institute in collaboration with Bodø municipality and Nordland County Municipality.
